The avatar doesn't show in the forum. It should only show on the comments as I have edited it out of other templates. I wondered if it was because the links is integrated with the forum and the avatar was loaded from the links side. But I removed it and reloaded it from the forum side and it still doesn't show.

What url is it? Right click -> Image Properties in your browser.

Transforming it to http://www.thedogscene.co.uk/forum/attachments/av... your web server says it's forbidden... but that's odd since http://www.thedogscene.co.uk/forum/attachments/avatars/ shows there is no such file.
