Category selector at mod control panel does not shows for a member that has being raised as moderator.

For admin it shows correct.

At ModCp Subwrapper template we have:

For a non-admin, that will only list the forums they're assigned as a moderator to.

Will change to show them all if the group has the 'can edit all topics' permission on.
