I haven't had this problem. The best way to fix it .. I'm not sure. I'd say start with the standards like looking what your doing with toplists. etc
I got tagged for resources once uploading a database (about 2000 listings iirc) a couple times in a short period. We just got a warning and they accepted it was a one time thing.
Maybe try removing some of the switch and other conditionals you might not need .. if you know you are going to be using the rating system you can remove the <IF encapsulation around that html .. each one isn't much of a drain, a very minor drain, but anything may help.
There are a few things in the manual also with the name based mod_rewrite and members online and a few other things.
Are you getting a lot of traffic ?

Yes, I am that din.
I don't have that level of traffic on my WSN sites.
Maybe some of your problem is from bots .. If you have mod_rewrite on they spider much faster (at least the responsable ones) through a static site, or what they see as static, than they would a dynamic site out of regard for CPU etc.
I haven't looked at WSNs static pages but that may be a solution.
