I had this problem with my original instalation of WSN links quite some time ago and I let it go thinking when I do an upgrade it will fix it. But after my upgrade I am still not getting the CSS file to work in the admin area. Everything is working fine but at the front end but no css in admin.

Are your admin templates current, not customized? Tried F5 or clearing browser cache? Do I understand correctly that you mean you're seeing an unformatted page which looks visually bothing like the norm?
