I would like to require reciprocal links for users wha are submitting links, but not the admin.
I see my option to remove regular in Settings/Misc. Settings, but when someone tries to add a link, a warning message appears at the top of the page stating that REGULAR is still being used in the template and to remove it.
I have scoured the forum and the template files and I cannot figure out what I am supposed to edit for version 3.12.
Can anyone help me with this?

The easiest thing to do is simply leave the templates alone and leave the link types alone, and use <input type="hidden" name="type" value="recip" to make links automatically be submitted as reciprocal -- or for that matter, if there's only one type you could make them all be regular and still ask for a recip link.
