When I submit a new link and try to vote on it at the same time the vote does not get recorded. So the only way to vote on the links is to submit it first and then go to the details page to vote it again. We used to be able to vote from the Suggest a Link page in the past so this appears to be a bug related to one of the newer versions. Also, when the user clicks the "Preview" button on the Suggest a Link page it causes the vote to revert back to 0, which requires the user to re-input the vote before submitting. Most people don't see this so their votes get ignored.

There's no record of any such option, if it ever worked it was accidental. The closest to related thing is the option to rate while submitting a comment, which I believe is only in WSN Forum.
