Admin -> Customizations -> Language, just search for an item containing California. However, the state list is only supposed to display when the selected country is the united states... it shows an input box when you switch countries. Or at least it would if I hadn't forgotten to copy over that javascript function from Classifieds. So, you'll need to edit the javascript too once it exists.
