I already read how to make it so that user submitted links will be validated before they are added to the site.
Setting --> Manage Usergroups
Both guests and members are checked off for require validation of cats, links, comment, and link edits. Yet last night a guest came on the site and submitted a link without my validation and it appeared on the site. Then today I logged off so that I would be a guest, and when I went to add the link, it added it without sending it to be validated.
The only thing I allow the guests to do is view site, upload/down attachments, and submit sites(validation required). Any clue on the problem?

I forgot to mention, as a guest when you try to submit a category, it DOES go to the validation page. So, at this point I am clueless, the link validation doesn't work, but the category does? Probably a small problem on my part, but if you have any clue please post.

See the changelog for 3.13 in the downloads area, this is listed. You're one of the unlucky few to download 3.13 before it was fixed.
