That's the whole purpose of hidden categories -- to allow you link to a category outside the context of the directory. If you don't want certain usergroups to view it, you naturally change the category's usergroup permissions.

It does literally mean hidden... hidden things can be seen if you know where to look for them, but aren't apparant to casual observer. (Different from "invisible" which can't be seen even if you know where to look.)
