The owner of that site customized it, it's not an unmodified standard theme and they're not distributing it (though you can ask them if you want to buy it from them). "Modern" is probably the closest standard free theme to it, you can install that one via Admin Panel -> Themes -> Add Themes and customize from there by removing more stuff.
Alternatively, I offer customization services and can make you a theme similar to cipinet for $90.
