Country does not appear in database

We want a State/Region and Country submitted to database.
Currently if the user does not submit the City field, the Country field is not populated. Although the country field is selected, it does not appear in the database.
If the user inputs City, and Country, the Country field will be added to the database.
If the user inputs State and Country, the Country field will not be added to the database.
Switches: Only Address checked.
o Addresses
x Two line addresses x Postal code range search x Browser geolocation x Google map
It assumes that the value in the country field is just the default and no address is applicable if there's city specified. Changed 7.0.6 Beta 1 to save the country if the state field is filled.
