At the E-mail preferences, I would like to suggest the posibility of stating the number of days previous the expiration date, to send an email expiration advise.

Good idea, should be applied to both link expirations and sponsorship expirations.

Has this been implemented? If so, where do we find how to do it? Can it be possible to email PPC sponsors when thier funds reach a certain level?

You wait for 3.20.

It goes by days left, not dollar amount, but you can caclulate one from the other.
