Like, Tweet or G+ to unlock the submission form

I would like to suggest two features.
1. daily submission quota,
2. Restrict human to like, tweet or g+ to unlock the submission form.
Lets say people can make 2 submissions daily, if they want to submit more than 2, then they will have to give a like, tweet or g+ to unlock the daily quota limitation.
This is great way for reducing spambot submissions and increase the site social signal.
Does it ask them to type their twitter username so that it can check if that username has tweeted at the required site username? If so, I could implement that as a lock for the submit listing page as a $75 project. I don't have a way to verify fb or g+ though. I suppose the fb api could figure it out if they're logged in with facebook, not sure about otherwise, and that could be a long project in the dozens of hours probably.

#1 is already there at Admin -> Members -> Manage Usergroups.
For #2, I don't see a way to verify that they've liked, do you have a verification method in mind?

You can get many nulled codecanyon on google if you want to look at the codes.
