Admin -> Templates -> Settings -> use rel="nofollow" as the external links appendage.

Tags are not external links. I don;t want external links nofollow just tags

Ah that kind of tag. You can pass a format to the tags method like this:
{LINKTAGS[<a href="{TAGLINK}" rel="nofollow">{TAGNAME}</a>{TAGADMIN}, ]}
