This must've been caused by the same thing that caused the problem in your other thread -- in 10.4.70, submitting changes on pages was causing them to transmit the values with plus signs stripped out. If you'd edited the localization settings, the timezones include plus signs.

After upgrading to 10.4.71, at Admin -> Settings -> Localization, put this in the Default Time Zones box:
UTC-12, UTC-11, UTC-10, UTC-9, UTC-8, UTC-7, UTC-6, UTC-5, UTC-4, UTC-3:30, UTC-3, UTC-2, UTC-1, UTC, UTC+1, UTC+2, UTC+3, UTC+3:30, UTC+4, UTC+4:30, UTC+5, UTC+5:30, UTC+5.75, UTC+6, UTC+6:30, UTC+7, UTC+8, UTC+9, UTC+9:30, UTC+10, UTC+11, UTC+12, UTC+13, UTC+14
