I noticed my submission times were off by an hour so I went to the localization page to correct it, but it doesn't matter what I change the offset to it's always off by an hour. Doesn't matter if DST is checked or not.
It's showing correctly for me in GMT-8 with DST checked. Is it possible your server time is off by an hour? Though if you change the DST setting it should become off by either 0 or 2 hours...
