Since my original post I've organized my templates back to the original structure -- I had made default.css and templates/default = light.css and made a /images_light and migrated the dark style & templates to default.
At any rate the setting is sticking now, why specifically I don't know, just suspect my template antics may have been cause.. can't think of anything else.

If I set a specific 'Default Style:' settings->general the field reverts back to default when visiting the settings->general page again.
The change is being made AFAIK it just doesn't remember to show the change..
I -think- this also occurs for the template field, I've remove all but the default template for now but recall the same issue with this field.

I have three styles: another, default and z. Selecting any of them, they all stick properly. You must be skipping a step or configuration detail.
