Same place for english, and still in the language for multilingual.
You may be using the multilingual language pack with english-only templates, that would cause the dates to have disappeared recently. Your language file should be around 38KB for english-only, 86KB for multilingual.

hmm, I only ever set it up just for English. Did a search in language for %x and deleted those, but how do I change it to English?
You must've checked 'multilingual' during an upgrade, I guess. At the moment it decides that if there's an item trader_summary it's multilingual, since that isn't in the englishonly.lng.

Nope, unless it was checked by default as I did not change anything, just ran the upgrade.php
Please advise me how I can change this to English only
Well if you have an 80+KB file then the only way to make it really english only is to replace it with the smaller englishonly.lng. But you can trick it by removing the item mentioned above.
Comments on where are the date format?

The settings for date formats used to be under Admin > Settings > General but I can't find them now? Could you tell me where they are in 4.0.18 please
